Document 4 clearly states that at least one of the planes had flown over Cuban airspace despite warnings.
The two aircraft that were shot down were in a zone they were warned not to enter but outside of Cuban territory.
Document 2 describes a previous flight
A Miami TV news station reported was aboard aircraft Nl08LS along with Mr. Jose Basulto as they flew the aircraft over the populated areas near the shore lines of Havana. The NEWS commentator identified Mr. Basulto and described his actions in the. aircraft: as throwing 'BROTHERS TO 1HE RESCUE" bumper stickers out of the aircraft over downtown Havana. This action was video taped and a copy of the tape has been obtained by the Miami FSDO.
