Use the Lame Duck transition as a turning point on Cuba and Venezuela


Dear President Biden,


You have an opportunity during your final months in office to fully undo the maximum pressure campaign against Cuba of the first Trump Administration that has led to to widespread hardship and motivated mass migration.  

Cuban government policies contribute to these problems, but only the US has the power to change the context.

President Biden,  before you leave office you can make history and clear the decks by fully reengaging with Cuba.    President Trump should face the challenge of giving priority to re-imposing his restrictions rather than coasting with them in place.

  • remove Cuba from the list of State Sponsors of Terrorism

  • enable more normal travel by allowing cruises, use of hotels, independent people to people trips and performances

  • resuspend Title III of the Helms-Burton law to prevent nuisance suits that interfere with US investment and business in Cuba

  • respect again* the humanitarian role of Cuban medical teams that serve in other countries

I hope that Cuba will respond by undoing the internal impact of Trump's first term to prepare for his second mandate.  Prisoners can be released who  protested living conditions worsened by US maximum pressure.  Cuba ought to undertake greater reform of economic and social policies as desired by its people and contribute to finding a political solution for Venezuela.

Why is this important?

During his first term, President Trump left in place for nearly two years most of the Obama opening with Cuba.  A key actor in creating maximum pressure against Cuba and Venezuela was the now hostile and alienated former National Security Advisor John Bolton.**  

For more than sixty years US and Cuban national interests and human well-being have been paralyzed by a conflict over sovereignty, self-determination and freedom with two centuries old roots.***   The historic transformation begun by Barack Obama and Raul Castro was virtually destroyed by Donald Trump in the second half of his first term and only partially rebuilt by Joe Biden.

By President Biden restoring mutual engagement, he can rebuild trust and open the door for the second Trump Administration to act positively.  Ending all travel restrictions (including on normal tourism), dismantling the UN condemned unilateral embargo and returning the Guantanamo base and prison that was obtained as a condition for independence, the US can give Cuba space and resources to find more creative national solutions to economic, social and political problems. 

It can also create the possibility of US and Cuban cooperation with efforts by Brazil, Colombia and Mexico to find a peaceful solution to the political conflict in Venezuela.

Annual US Disgrace at the UN

How the State Department responds to the continuing embarrassment of the US at the UN

QUESTION: Well, let’s stay in that region – well, semi-in that region, and so the vote happened today in the UN on the Cuba embargo. Do you know what the vote was?

MR MILLER: Yeah, it was a predictable vote in line with past votes. (Laughter.)

QUESTION: Yeah. Exactly. But just for the record, let’s say, it was 187 to 2 —

MR MILLER: Yeah.

QUESTION: — with one abstention.

MR MILLER: I am —

QUESTION: And the one abstention wasn’t even a Pacific Island nation. It was Moldova.

MR MILLER: Yeah. I’m aware of the – I’m aware of the long history —

QUESTION: So two.

MR MILLER: — of UN votes on this matter.

QUESTION: So you – yes, okay. So at what point, though, are you guys going to realize that the entire world, with the exception of you and Israel, thinks that the embargo is a really bad idea and should be stopped?

MR MILLER: Look, I think we are quite clear on the opinion of other countries around the world. And it’s one with which we —

QUESTION: So that —

MR MILLER: And it’s one with which we disagree. We take their opinion seriously, but we make our own policy determinations, and —

QUESTION: You do? It’s 32 years in a row with the exception of one year when you guys abstained. That was 2019. And —

MR MILLER: We – look, we take their views quite seriously, but we make our own determinations about these matters.

QUESTION: All right. You know what? Well —

MR MILLER: And we disagree.

QUESTION: Then – you take their views quite seriously? That is not borne out by the facts, that you continue to persist with this.

MR MILLER: We take them seriously, but we make our own decisions on this policy and others. So —

QUESTION: Okay. And are you comfortable, then, with it’s – just once again, it’s just you and Israel standing up.

MR MILLER: Certainly we would welcome other countries sharing our opinion in this. But we’re not blind to the history of countries around the world having a very different view of this matter. It long predates this administration. But as I said, we make our own determinations.

QUESTION: But what about the Obama —

MR MILLER: And with that —

QUESTION: What about the Obama administration disagreement? Were they wrong?

MR MILLER: I don’t have anything to comment on previous administration decisions.

My comments to the Chat during the UN Debate on the US Embargo of Cuba.

The General Assembly should find a way to sanction the US for consistently disregarding virtually unanimous international opinion against the embargo and State Sponsor of Terrorism.   

US embargo and SSOT policy discredits its commitment to rules based order and respect for opinion of allies and international opinion. 

Cuba does a good job at condemning the embargo and SSOT, but also needs to take responsibility for its ideological rigidity and fear of a market economy. 

Israel always votes with the US but puts no restrictions on the travel, trade or investment of its people with and in Cuba.  A bit of hypocrisy.

US Amb to Vietnam Knapper "The United States supports a strong independent prosperous and resilient Viet Nam and we respect each other's sovereignty, territorial integrity and political systems."  

If the US and Cuba followed the example of Vietnam for bilateral relations and economic reform, the problem would be solved.

Letter to President Biden on the Crisis in Cuba


The Honorable Joseph R. Biden                                                                                                         President of the United States of America                                                                                               The White House                                                                                                                        Washington, DC

Dear President Biden,

The nationwide failure of the power system in Cuba offers opportunity and necessity for the US to act from humanitarian concern for the wellbeing of close neighbors already suffering from shortages of food and medical supplies. 

Failure to do so will result in greater pain for innocent people and additional spill-over of migrants to the US who will seek admission and residence under the Cuban Adjustment Act.   

We urge you to provide immediately substantial emergency nutritional and medical assistance through American and international religious and non-governmental organizations working with Cuban health agencies and educational institutions.

As much as possible the US in consultation with the government of Cuba should also provide assistance that directly responds to the power system failure, such as enabling supplies of fuel oil and providing technical expertise and parts to repair the aging electrical grid.   (The experience and expertise of Puerto Rico may be applicable.)

US failure to respond in a timely fashion to the fire in the oil tanks in Matanzas in August 2022 contributed to the current crisis by the loss of storage capacity and may have cost 14 lives.  The US gift of firefighting equipment was deeply appreciated but came too late to help that situation.

As persons who have sought productive engagement for many years, we understand and regret that the policies and priorities of both countries have contributed to current grave problems.  We urge that Cuba and the US address underlying factors that created the present economic, energy, health and migration crisis after our Presidential election. 

Most urgent is to completely undo President Trump’s politically motivated restrictions on travel and his legally unjustified listing of Cuba as a State Sponsor of Terrorism, as well as to encourage Cuba's release of July 2021 protestors of the devastating economic impact of his policies.   It is also appropriate to foster direct and multilateral investment in renewable energy systems such as wind and solar.
 
In closing Mr. President, we recall that during your presidential campaign you promised to restore positive initiatives with Cuba and forge a path towards greater normalization of relations between our two deeply connected nations.  Potentially this terrible humanitarian crisis is an opportunity for you as the leader of the most powerful nation to do the right thing now and provide the people of Cuba with US aid.
