Silvio Rodriguez and Yunior García Aguilera Find Common Ground; Silvio's Questions About Implementation of Reforms

 


Meeting between the troubadour Silvio Rodríguez and the playwright Yunior García

Frankness, respect, dialogue and fraternity were some words that according to the artists characterized the meeting. At Yunior's request, the renowned troubadour asked for amnesty for those who "were not violent" during the 11J protests.

Dozens of Cuban artists and intellectuals met on November 27 in front of the Ministry of Culture of Cuba, in Havana, with the purpose of establishing a dialogue with officials of the institution on various concerns that have affected or slowed the expansion of Cuban culture, especially the artistic manifestations made by the youngest.

The call, which was joined by people belonging to various organizations and political activists, did not have the best outcome. Several of the participants were later branded mercenaries, among other qualifiers that have stopped the search for a concession that will, after all, enable the cultural development of the country and the most questioning avant-garde creative expressions. From that spontaneous meeting was born the group called 27 N, a project that brings together artists from different currents and political spectrums, as a reflection of the country that is Cuba today. Some of these creators participated in the demonstrations on Sunday, July 11, in front of the ICRT and in other parts of the country and some were arrested or suffered violence by law enforcement agents, according to the creators themselves.

Playwright Yunior Garcia, who participated in the November 27 convocation and demonstrations last Sunday,  was one of those arrested and is now under a precautionary measure that prevents him from leaving his home.  The young playwright is one of the artists and intellectuals who has repeatedly called for dialogue and to seek points of union to resolve differences and find a way to build a culture of democratization that will finally lead to a more inclusive country open to opinions and cultural expressions of different signs.

Under this premise he sent a public letter to the troubadour Silvio Rodríguez, inviting him to talk, soon the poet said in his blog Segunda Cita that he would meet with Yunior in the studies Ojalá and they would talk. The meeting happened and both artists attested to it on their respective facebook walls. The dialogue has aroused great and good expectations among a swath of artists and intellectuals who have spoken out against violence, ideological discrimination and public calls for hatred to solve Cuba's pressing problems. According to Yunior both "we agree on a project (in due course it will be made public) that could serve for the beginning of a truly plural, inclusive, civic, respectful and broad debate, which finds consensus among the diversity that characterizes us today as Cubans." The troubadour asked for amnesty, "keeping the word pledged" to those who were not violent during the protests that occurred on July 11 in Cuba.

We've already talked.

It was 70 minutes of frankness in the studies Ojalá. Neither invited the other to renounce his positions or principles. We were able to confront our differences with the utmost respect and preferred to concentrate on our commonalities. Nor did we waste time discussing issues that none of us can resolve in practice. We focus on how to contribute, right now, to the good of Cuban society as a whole.

 Silvio pledged to Dayana, Niurka and me to advocate for the release of all prisoners who participated in the protests. He gave his word, convincingly, that he will do everything in his power to achieve that goal.

 We also agree on a project (in due course it will be made public) that could serve to begin a truly plural, inclusive, civic, respectful and broad debate, which will find consensus among the diversity that characterizes us as Cubans today.

 Today's match was not about a fight to find a winner. It was About Cuba. And I think we got out of there with the certainty that real changes are needed, driven by non-violent means, without interference and where no Cuban feels excluded.

 Thank you to all those who contributed, with their opinions and comments, to make this meeting possible. Much remains to be done. And we're going to do it without hate.

The meeting with Yunior and Dayana was good, I do not exaggerate if I say fraternal; there was dialogue, exchange, we listened to each other with attention and respect. For me the most painful thing was to hear that they, as a generation, no longer felt part of the Cuban process but something else. They explained their arguments, their frustrations. I tried to make them understand that in my years everything was also much slower than we expected it to be. Blame what, who? And we talk about misunderstandings between different ages, between different interests and understandings. Too painful for me to declare themselves out; I cannot accept that failure even in the name of pain at misunderstandings. I suffered them too and never felt outside. But I think that my generation was the immediate one to the insurrectionary and that we inherited the motives of our parents and then, growing up, we suffered with them how much it has cost to be sovereign and also socialist.

 There have to be more bridges, there has to be more dialogue, there has to be less prejudice; less desire to hit and more desire to solve the mountain of outstanding economic and political issues; less habit of listening to those who speak the same thing with the same words, decade after decade, as if generations did not also come with their own words and illusions.

 I was asked to call someone and ask for amnesty for all prisoners. I remember the last time I asked for an amnesty. It was at the Anti-Imperialist Tribune. A second before going up an authority told me not to say it. If I don't say that, I don't say anything, I replied. And I was able to get to the microphone. And among many other things I asked for the freedom of those people with whom I disagreed. And a couple of weeks later (not because of me) 70 lives were free. I don't know how many prisoners there will be now, they say hundreds. I ask the same for those who were not violent and I am following my word. They have nothing to fulfill me because I asked for nothing. Hopefully they never feel outside again (desire thrown into the air).

Decenas de artistas a intelectuales cubanos se reunieron el pasado 27 de noviembre frente al Ministerio de Cultura de Cuba, en La Habana, con el propósito de establecer un diálogo con funcionarios de la institución sobre diversas preocupaciones que han afectado o frenado la expansión de la cultura cubana, sobre todo de las manifestaciones artísticas realizadas por los más jóvenes.

La convocatoria, a la que se unieron personas pertenecientes a diversas organizaciones y activistas políticos, no tuvo el mejor desenlace. Varios de los participantes fueron tildados luego de mercenarios, entre otros calificativos que han detenido la búsqueda de un conceso que posibilite, al fin y al cabo, el desarrollo cultural del país y de las expresiones creativas de vanguardia más cuestionadoras. De aquella reunión espontanea nació el grupo llamado 27 N, un proyecto que aglutina a artistas de distintas corrientes y espectros políticos, como reflejo del país que es Cuba hoy. Algunos de esos creadores participaron en las manifestaciones del domingo 11 de julio frente el ICRT y en otros puntos del país y algunos fueron detenidos o sufrieron violencia por parte de agentes del orden según los propios creadores han declarado.

El dramaturgo Yunior García, quien participó en la convocatoria del 27 de noviembre y en las manifestaciones del último domingo, fue uno de los detenidos y ahora se encuentra bajo una medida cautelar que le impide salir de su casa.  El joven dramaturgo es uno de los artistas e intelectuales que ha llamado reiteradamente al diálogo y a buscar puntos de unión para solventar las diferencias y encontrar un camino que construya una cultura de la democratización que desemboque, finalmente, en un país más inclusivo y abierto a opiniones y expresiones culturales de diferentes signos.

Bajo este premisa le envió una carta pública al trovador Silvio Rodríguez, invitándole a conversar, al poco tiempo el poeta dijo en su blog Segunda Cita que se vería con Yunior en los estudios Ojalá y conversarían. El encuentro sucedió y ambos artistas dieron fe de ello en sus respectivos muros de facebook. El diálogo ha despertado grandes y buenas expectativas entre una franja de artistas e intelectuales que se han pronunciado contra la violencia, la discriminación ideológica y las convocatorias públicas al odio para resolver los acuciantes problemas de Cuba. Según Yunior ambos «coincidimos en un proyecto (en su momento se hará público) que podría servir para el comienzo de un debate verdaderamente plural, inclusivo, cívico, respetuoso y amplio, que encuentre los consensos entre la diversidad que hoy nos caracteriza como cubanos.» El trovador pidió amnistía, «cumpliendo la palabra empeñada» a quienes no fueron violentos durante las protestas ocurridas el último 11 de Julio en Cuba.

Ya conversamos.

Fueron 70 minutos de franqueza en los estudios Ojalá. Ninguno convidó al otro a renunciar a sus posiciones ni principios. Fuimos capaces de confrontar nuestras diferencias desde el más absoluto respeto y preferimos concentrarnos en nuestras coincidencias. Tampoco perdimos tiempo en discutir los temas que no podemos resolver en la práctica ninguno de nosotros. Nos enfocamos en cómo aportar, ahora mismo, al bien de la sociedad cubana, en su conjunto.

Silvio se comprometió frente a Dayana, a Niurka y frente a mí, a abogar por la liberación de todos los presos que participaron en las protestas. Dio su palabra, de modo convincente, de que hará todo lo que esté a su alcance para lograr ese objetivo.

También coincidimos en un proyecto (en su momento se hará público) que podría servir para el comienzo de un debate verdaderamente plural, inclusivo, cívico, respetuoso y amplio, que encuentre los consensos entre la diversidad que hoy nos caracteriza como cubanos.

El encuentro de hoy no se trataba de un combate para encontrar un ganador. Se trataba de Cuba. Y creo que salimos de allí con la certeza de que se necesitan cambios reales, impulsados por vías no violentas, sin injerencias y donde ningún cubano se sienta excluido.

Gracias a todos los que aportaron, con sus opiniones y comentarios, para que este encuentro fuera posible. Falta mucho por hacer todavía. Y lo vamos a hacer sin odio.

 El encuentro con Yunior y Dayana fue bueno, no exagero si digo que fraterno; hubo diálogo, intercambio, nos escuchamos con atención y respeto. Para mí lo más doloroso fue escuchar que ellos, como generación, no se sentían ya parte del proceso cubano sino otra cosa. Me explicaron sus argumentos, sus frustraciones. Traté de hacerles comprender que a mis años también todo resultaba mucho más lento de lo que esperábamos que fuera. ¿Culpa de qué, de quienes? Y hablamos de incomprensiones entre edades diferentes, entre intereses y entendimientos diferentes. Demasiado doloroso para mí que se declaren fuera; no puedo aceptar ese fracaso ni en nombre del dolor por las incomprensiones. Yo también las sufrí y jamás llegué a sentirme fuera. Pero pienso que mi generación fue la inmediata a la insurreccional y que heredamos los motivos de nuestros padres y después, creciendo, sufrimos con ellos lo mucho que ha costado ser soberanos y además socialistas.

Tiene que haber más puentes, tiene que haber más diálogos, tiene que haber menos prejuicios; menos ganas de pegar y más deseos de resolver la montaña de temas económicos y políticos pendientes; menos costumbre de escuchar a quienes hablan lo mismo con las mismas palabras, década tras década, como si las generaciones no vinieran también con sus propias palabras e ilusiones.

Me pidieron que llamara a alguien y que pida amnistía para todos los presos. Recuerdo la última vez que pedí una amnistía. Fue en la Tribuna Antimperialista. Un segundo antes de subir una autoridad me dijo que no lo dijera. Si no digo eso, no digo nada, respondí. Y pude llegar al micrófono. Y entre otras muchas cosas pedí la libertad de aquella gente con quienes no estaba de acuerdo. Y un par de semanas después (no por mi culpa) 70 vidas fueron libres. No sé cuántos presos habrá ahora, dicen ellos que cientos. Pido lo mismo para los que no fueron violentos y cumplo con la palabra empeñada. Ellos no tienen nada que cumplirme porque nada pedí. Ojalá nunca más se sientan fuera (deseo lanzado al aire).

Me gustaría saber quienes son los compañeros y compañeras responsables de que no se haya cambiado todo lo que se ha debido cambiar, después de dos congresos del PCC, los Lineamientos y una Constitución. Quienes, con nombres, apellidos y cargos representan esa corriente de freno en las altas esferas. Me gustaría conocer sus argumentos. Sería justo que se identificaran. Sería digno de su parte, puesto que seguro están defendiendo lo que honestamente creen. Quién sabe si hasta obtendrían algunos aplausos. Me gustaría saber cómo se lo explican a sí mismos y cómo a sus compañeros. Cómo analizan dificultades como estas últimas. ¿Para ellos todo sería culpa del bloqueo, del imperialismo y de las redes? ¿Ni una sola culpita de nuestra parte? Invito a los segundaciteros que sepan de esto, o que tengan hipótesis al respecto, que las expongan. Es algo que me gustaría saber.

The legitimacy of the questions and the urgency of the answers.

I have recently read a relevant and very pertinent commentary by Silvio Rodriguez asking, with frankness and commitment, what is the explanation and from whom the responsibilities of the notable delay that the transformations that Cuba needs have had and have, same that for more than 20 years have been agreed in Party Congresses and reflected in important official documents such as: The Conceptualization, The Guidelines and finally the new Constitution. (See his blog Segunda Cita). 

 Agreements, moreover, that had the support and raised expectations in the vast majority of the population, transformations that would have led to greater spaces for the inclusion of the youth and that would have allowed a much more favorable situation both to face the blockade and the aggression as well as the terrible pandemic that ensued.

 We have been saying publicly for some time now:

 "Economic reform is a matter even of national security", "time is already a critical variable", "comprehensive transformations are the only way to a recovery of consensus", "a new pact must be made with each generation", "we must make up for lost time", "without economic reform there is no efficiency and without efficiency there will be neither welfare nor sustainability possible", "we must overcome the resistance of the bureaucracy", "the transformations must be carried out with or without blockade, with or without pandemic", "the greatest success of the blockade would be in paralyzing the transformations", "we must move forward without pause and with haste" etc, etc, all these are phrases taken from articles I have published in these and other media during the last few years, all with their corresponding arguments.

 Were there reasons in these statements or not, I add this question to those very pertinently asked by Silvio and also, where does the resistance come from even for the approved decisions that have had a minimum level of implementation, with low visible effects, will we be in that old Creole formula of "it is obeyed but not complied with"?

 On the other hand, as far as the economy is concerned, an essential factor of what is being discussed, the problem is not solved with isolated measures (however positive they may be) that leave intact the essence of an exhausted economic model, it is about its integral transformation, the establishment of a new economic model, socialist yes, but efficient, sustainable, viable, we could say, as defined in The Conceptualization, and also as many economists have (we have) argued for years.

 I am not going back to these issues with the intention of insisting on the arguments given over and over again, much less to cause useless discomfort, I do it because seeing the recent events, their evolution, the responses and the hardening of the external aggression (both real and virtual) I ask myself now: is there not enough evidence to overcome any resistance and advance integrally at once, to place the changes as part of the dialogues that the country needs?

 The transformations (in the sense so often argued) must be an essential component of both the response to the aggression against the country and the necessary internal, broad and democratic dialogue with all those who share the principles of the project of the nation (national sovereignty, social justice, economic and democratic development).

 Perhaps Silvio's questions, to which I have joined and expanded, do not have to do with the situation and the events we have lived and are living. The damage of the genocidal aggression is enormous and reprehensible, but our own responsibilities are also there and weigh heavily. 

 The reaction must be notorious and agile, the challenges are in sight, to recover the lost time, no matter how complex the situation is and to move forward, to break all immobilism with audacity and without dogmas, is there any other alternative, objectively it is possible, I hope so, and I repeat "time is a critical variable"!

Recientemente he leído un relevante y muy pertinente comentario de Silvio Rodríguez preguntando, con franqueza y compromiso, cual es la explicación y de quienes las responsabilidades del notable retraso que han tenido y tienen las transformaciones que Cuba necesita, mismas que desde hace más de 10 años se vienen acordando en Congresos del Partido y reflejando en importantes documentos oficiales como: La Conceptualización, Los Lineamientos y finalmente la nueva Constitución. (Ver su blog Segunda Cita).

Acuerdos, además, que contaron con el apoyo y levantaron expectativas en la inmensa mayoría de la población, transformaciones que habrían dado lugar a mayores espacios de inclusión de la juventud y que habrían permitido una situación mucho más favorable tanto para enfrentar el bloqueo y la agresión como la pandemia terrible que sobrevino.

Nosotros hace tiempo venimos diciendo públicamente:

“La reforma económica es un asunto incluso de seguridad nacional”, el tiempo es ya una variable crítica”, “las transformaciones integrales son el único camino a una recuperación del consenso”, “se debe hacer un pacto nuevo con cada generación”, “hay que recuperar el tiempo perdido”, “sin reforma económica no hay eficiencia y sin eficiencia no habrá ni bienestar ni sostenibilidad posibles”, “hay que superar la resistencia de la burocracia”, “las transformaciones hay que realizarlas con bloqueo o sin bloqueo, con pandemia o sin pandemia”, “el mayor éxito del bloqueo estaría en paralizar las transformaciones”, “hay que avanzar ya sin pausa y con prisa” etc, etc, todas son frases sacadas de artículos que he publicado en estos medios y en otros durante los últimos años, todas con sus correspondientes argumentos.

¿Había razones en estas afirmaciones o no?, sumo esta pregunta a las muy pertinentemente hechas por Silvio y también, de donde nace la resistencia aún para las decisiones aprobadas que han tenido un nivel de implementación mínimo, con bajos efectos visibles, estaremos en aquella vieja fórmula criolla de “se acata pero no se cumple”?

De otra parte, en lo que a la economía se refiere, factor esencial de lo que se discute, el problema no se resuelve con medidas aisladas (por positivas que estas sean) que dejan intacta la esencia de un modelo económico agotado, se trata de su transformación integral, del establecimiento de un nuevo modelo económico, socialista sí, pero eficiente, sostenible, viable, pudiéramos decir que tal como quedó definido en La Conceptualización, y también como muchos economistas han (hemos) argumentado por años.

No vuelvo sobre estos asuntos con el ánimo de insistir cansinamente sobre los argumentos dados una y otra vez, mucho menos para causar malestares inútiles, lo hago porque viendo los acontecimientos recientes, su evolución, las respuestas y el endurecimiento de la agresión externa (tanto real como virtual) me pregunto ahora: no hay ya suficientes evidencias para vencer cualquier resistencia y avanzar integralmente de una vez, colocar los cambios como parte de los diálogos que el país necesita?

Las transformaciones (en el sentido tantas veces argumentado) deben ser un componente esencial tanto de la respuesta a la agresión que se le hace al país, como del necesario diálogo interno, amplio y democrático con todos los que compartan los principios del proyecto de nación (soberanía nacional, justicia social, desarrollo económico y democrático).

Acaso las preguntas de Silvio, a las que me he sumando y ampliado, no tienen que ver con la situación y los acontecimientos que hemos vivido y estamos viviendo. El daño de la agresión genocida es enorme y repudiable, pero las responsabilidades propias también están ahí y pesan mucho.

La reacción debe ser notoria y ágil, los desafíos están a la vista, recuperar el tiempo perdido por compleja que sea la situación y avanzar, romper todo inmovilismo con audacia y sin dogmas, acaso hay otra alternativa?, objetivamente se puede, ojalá así sea, y vuelvo a repetir “el tiempo es una variable crítica”!

Conflicto, consenso, crisis. Tres notas mínimas sobre las protestas

La mayoría de las opiniones circulantes sobre las protestas del 11 de julio en Cuba, en particular las que rechazan el desorden y la violencia, así como las que interpretan y proponen soluciones al conflicto, deben tener su cuota de razón. Muchas reflejan preocupación y compromiso cívico ante problemas que van más allá del interés personal. Vistas así, serían una señal de “pegamento social”, de participación ciudadana y de consenso. Al mismo tiempo, son el espejo de una conflictividad nada despreciable.

 

En este breve espacio, evitaré discutir interpretaciones bien o mal intencionadas, experiencias vividas, leídas o escuchadas, recomendaciones al gobierno, etc. Me propongo apenas dar un paso atrás, para examinar en frío algunos problemas básicos, entre los muchos que tenemos por delante. 

¿Qué significan las protestas?

Si le preguntáramos a Émile Durkheim, uno de los fundadores de la Sociología, cuál es la naturaleza de estas protestas, podría responder que se trata de un caso clásico de anomia. La anomia define una situación donde se desintegran normas y valores previamente establecidos; una reacción típica de períodos de cambios drásticos y rápidos en las estructuras sociales, económicas o políticas de la sociedad. Los grupos sociales que experimentan reacciones anómicas pueden sentirse desconectados, como si no pertenecieran a su sociedad, y como si esta no valorara su identidad. La anomia puede provocar falta de propósito, desesperanza, y alentar la desviación y el delito. He subrayado intencionalmente algunas palabras clave en esta definición clásica, que es el ABC de la sociología.

 

En Cuba, hemos estado atravesando un proceso de transición durante más de dos décadas, caracterizado por cambios profundos en las estructuras sociales y en la vida económica de las personas, pero también en las relaciones entre la sociedad civil y el poder político. Entre otros cambios, digamos, está la propia idea del socialismo, que ahora incorpora concepciones diferentes a las defendidas durante medio siglo, así como políticas inéditas. Esta transición ha hecho visible una crisis de normas y valores, ampliamente debatida en diversos espacios y medios públicos. Asimismo, se ha apuntado el debilitamiento del sentido de pertenencia; y la reproducción de la marginalidad y sus conductas típicas, dentro de barrios y grupos sociales subalternos, pero también la proliferación del delito en otros espacios sociales e institucionales, donde crece la corrupción. En cuanto a la desesperanza, el arte y la literatura difundidos en la Isla son un buen espejo.

En otras palabras, lo que ocurre en Cuba es una anomia que no nos debería coger de sorpresa, porque sus factores y manifestaciones no han permanecido ocultos ni amordazados, como cualquiera puede comprobar sin tener para eso que leer las redes sociales o los periódicos antigobierno. Ha estado ahí, delante de todos, analizada y comentada durante demasiado tiempo, para preguntarnos ahora de dónde salen las protestas, como si fueran un trueno en un cielo despejado. Habría que preguntarse más bien por qué no han ocurrido antes.

¿Cómo es que la oposición cubana, en la Isla y en Miami, apertrechada con los manuales de guerra no convencional de moda, y la misma CIA, no hayan logrado desencadenar algo así hasta ahora? ¿Y por qué precisamente ahora? Durkheim recurriría a otro concepto que comparten las Ciencias Sociales y la ingeniería civil: la fatiga. Después de año y medio de COVID-19 y de seis meses de colas para comprar productos básicos —como diría el Dr. Durán— todos somos más vulnerables.

 

¿Qué le pasa al nuevo gobierno?

 

Antes he apuntado que el consenso se ha hecho más heterogéneo y contradictorio en Cuba, que ha incorporado el disentimiento, y que el gobierno cubano lo sabe. Antes de tomar posesión como presidente, Raúl reconoció que el liderazgo del fundador de la Revolución, Fidel, no se heredaba. Díaz-Canel, que ya estaba en el Buró Político en tiempos de Fidel, también lo pudo saber; y en todo caso, lo ha experimentado en carne propia desde que tomó posesión en 2018. De hecho, la continuidad ha conllevado maneras diferentes a como lo hicieron antes los históricos. Las circunstancias, que son el referente de la política, ya se los había impuesto a ellos antes de que se retiraran.

 

Subrayo lo del nuevo gobierno, porque si se postula que esta es “la misma Cuba de Fidel y Raúl” se pueden construir metáforas literarias ocurrentes, pero difícilmente entender el proceso político y social del país. Este gobierno ha procurado construir su propio consenso desde el principio, en vez de descansar sobre lo que algunos llaman “el capital político” de la Revolución. Sin embargo, la vara de medir los cambios ya es otra.

 

En efecto, el nuevo gobierno ha propuesto reformas sin precedentes desde 1960, empezando por una nueva Constitución, que admite una economía mixta, con mercados y sector privado, y que les otorga una autonomía inédita a los poderes locales. Su nuevo estilo, aprendido dirigiendo provincias, enfatiza la interacción entre el nivel central y local; y pone a ministros menores de 60 años a explicar problemas y responder preguntas en la televisión. A diferencia de períodos precedentes, los ciudadanos pueden identificarlos por sus nombres, juzgarlos, elogiarlos o burlarse abiertamente de ellos.

 

No ha habido antes un momento como este en términos de libertad para criticar al gobierno, en las redes sociales, pero tampoco en los medios públicos, ni para acceder a información de fuentes muy diversas, incluidas las de la oposición; tampoco una mayor libertad para entrar y salir del país. El Artículo 56 de la Constitución aprobada en 2019 establece el derecho de asociación y manifestación pública. De hecho, una ley de manifestaciones estaba prevista en el calendario legislativo para octubre de 2020 —pospuesta, junto a otra docena de proyectos de ley a causa del coronavirus. A pesar de todo, la vara de medir predominante dictamina que este gobierno ha hecho muchísimo menos de lo que debería. Según esa vara, su vaso estaría casi vacío.

Por si fuera poco, después de año y medio concentrado en una formidable crisis de seguridad humana a nivel global llamada pandemia, sin recursos ni alianzas protectoras como las de antaño, a este gobierno le ha tocado lidiar con las mayores manifestaciones de descontento ocurridas desde 1959. Bajando por las calles de San Antonio de los Baños, el Presidente Díaz-Canel debe haber recordado, como todos los que vivimos el verano de 1994, a Fidel seguido por un mar de gente, San Lázaro abajo, para controlar aquel brote de anomia en el Malecón, sin armas ni fuerzas especializadas en enfrentar disturbios. De cierta manera, él hizo exactamente lo mismo que Fidel: personarse en el lugar de los hechos, y convocar a los revolucionarios a tomar las calles y enfrentar la violencia, por la fuerza, en caso de ser necesario.

Los mismos medios, sin embargo, pueden producir resultados diferentes en otras circunstancias. Darse cuenta le tomó algunas horas. Pero su primera consigna se cumplió al pie de la letra, no solo por la policía, sino por las organizaciones convocadas, en primer lugar, el Partido. En la acera de enfrente, la oposición, como el 27 de noviembre de 2020, capitalizó el descontento, y arrimó la brasa a su sardina. La clásica escalada de violencia que estudian los expertos en resolución de conflictos 1 no se hizo esperar.

 

No podría imaginarse un escenario más complicado para mantener la ruta trazada en el VIII Congreso del Partido, hace apenas  90 días.

 ¿Qué violencia y cómo?

En un país modelo para muchos en materia de estabilidad, respeto ciudadano y orden interior, como Japón, no son raras las protestas ante la brutalidad policial contra los extranjeros o el racismo. Un grupo de protestantes “extranjeros” (o sea, coreanos) puede reunir a su alrededor una nube de policías ataviados como personajes de la Guerra de las galaxias, con cascos y armaduras de policarbonato, escudos blindados y tonfas.

Estamos habituados a ver imágenes de manifestaciones violentas en otros países. Los que tiran piedras son parte del pueblo, que se rebela contra la injusticia; los que le tiran chorros de agua a presión desde vehículos antidisturbios, gases lacrimógenos, balas de goma, o de verdad, son las fuerzas represivas. Estas imágenes globales no discriminan entre países como Chile, Sudáfrica, Kirguistán o los EEUU, sin ahorrarse los cientos de heridos y docenas de muertos que son su saldo.

Las fotos y videos que circulan en medios —como BBC Mundo— por encima de toda sospecha de colusión con el “régimen cubano”, revelan que ni la Policía Nacional Revolucionaria (PNR), que aquí en Cuba es la única institución policial, ni las tropas especiales del Ministerio del Interior (MININT) o las Fuerzas Armadas Revolucionarias (FAR), despliegan esos recursos. Seguramente en el Instituto de Ciencias Policiales del MININT se aprende cómo enfrentar escenarios de violencia. Pero ninguna clase o ejercicio equivale a lidiar con 700 personas enardecidas marchando por la calle, bajo el sol del verano —ni de hacerlo por la fuerza si es necesario— aunque sus instrucciones indiquen evitar producirles lesiones o usar medios letales.

 

Este no es un detalle técnico ni circunstancial. Entre las imágenes de las protestas que se hicieron virales en las redes sociales, una docena de manifestantes pone ruedas arriba autos de la policía, e incluso otros vehículos, les salta encima y los destroza. En contraste con cualquier capital de América Latina, no se ven fuerzas que impidan estas agresiones a la autoridad, y que los repriman en ese momento. Al mismo tiempo, algunos policías y civiles, convocados a movilizarse en el teatro del enfrentamiento incurrieron en excesos.

Entre los pocos datos disponibles para medir la violencia física está el saqueo de tiendas, en Moneda Libremente Convertible (MLC) y en pesos cubanos (CUP). No hubo ninguno en San Antonio de los Baños; ni tampoco en La Habana hasta después de la comparecencia televisiva del presidente Díaz-Canel (4:30pm). De los 28 asaltos registrados hasta esa hora, el 68% (19) ocurrió en Matanzas, la provincia más afectada por la pandemia; casi todos en Cárdenas (13), donde la combinación entre la caída del turismo de Varadero más la cuarentena ha golpeado un nivel de vida relativamente más alto que el de otros lugares de la provincia. En ese lapso, solo hubo saqueos significativos (4) en Colón (Matanzas), y Güines (Mayabeque); y otros dispersos en Holguín, Bayamo, Güira (1). Luego de la intervención del Presidente, fueron asaltadas 13 tiendas, incluidas 4 en La Habana.

La polarización social que evidencia esta violencia es inversamente proporcional a la unidad, o sea, a la construcción de consenso. Además, repercute negativamente en la imagen del país, lo que opera a favor de la piedra angular de la política de EEUU: el aislamiento. Evitar que la batalla ganada en la ONU se pierda en las calles de Cárdenas o el Paseo del Prado es también un interés nacional.

Después de haberlo probado todo con Fidel y Raúl, y 25 años después del fin de la Guerra Fría, Barack Obama y su gobierno consideraron que esa política era ineficaz, según su interés nacional. Sin embargo, aunque Joseph Biden, vicepresidente de aquel gobierno, apoyó la normalización, las cosas han cambiado para ellos. ¿Y si Díaz-Canel, sin la sabiduría y experiencia de “los Castro”, no fuera capaz de lidiar, en este momento de vulnerabilidad, con la crisis cubana? Podrían razonar que es mejor no bajarle ahora mismo la candela al bloqueo, sino dejar que siga cocinando la Isla a fuego lento. Como se diría en cubano: ¿cuál es el apuro?  

Las protestas ofrecen lecciones a todos los que quieran leerlas. Podrían enseñar a algunos economistas que el éxito de las reformas no depende solo de resolver técnicamente la planificación, el mercado, la empresa estatal socialista o el sector privado, sino de abordar problemas como la redistribución del ingreso, la estratificación del consumo, los espacios económicamente “luminosos” u “oscuros” colindantes, las desigualdades y retrancas territoriales y locales, el estado de las fuerzas productivas llamadas los trabajadores. Han demostrado además a los políticos que el problema de la unidad nacional es el del consenso, y que no se resuelve únicamente con convocatorias y movilizaciones de revolucionarios, sino mediante el diálogo sostenido con todos los ciudadanos. Han evidenciado a los aparatos del Partido, una vez más, que la eficacia de un sistema de medios públicos no es ideológica, sino política, y que se mide por su credibilidad y capacidad de convencimiento (a los no convencidos, naturalmente). Han confirmado que las fuerzas del orden pueden proveer primeros auxilios a los brotes de violencia, pero a costa de otros daños, y que no son ellas las que deberían  lidiar con los problemas sociales y políticos donde se arraiga el disentimiento. Finalmente, les ha demostrado a los políticos estadounidenses que sus alianzas con esta oposición belicosa refuerza la línea dura de los dos lados, y daña el ejercicio real de la libertad y los derechos humanos en Cuba.

 

El denominador común de estas lecciones es la sociedad cubana, con sus luces y sus sombras. Saber descifrar su presente, sin hojas de ruta bipolares, decidirá lo que vendrá.

Conflict, consensus, crisis. Three minimum notes on the protests

The protests offer lessons to all who want to read them.

Most of the opinions circulating about the 11 July protests  in Cuba, particularly those rejecting disorder and violence, as well as those interpreting and proposing solutions to the conflict, must have their share of reason. Many reflect concern and civic engagement in the face of issues that go beyond self-interest. Seen in this way, they would be a sign of "social glue", of citizen participation and of consensus. At the same time, they are the mirror of a not inconsiderable conflict.

In this short space, I will avoid discussing well-intentioned or ill-intentioned interpretations, lived experiences, read or heard, recommendations to the government, etc. I intend to take just one step back, to take a cold look at some basic problems, among the many that lie ahead.

What do the protests mean?

If we were to ask Émile Durkheim, one of the founders of Sociology, what the nature of these protests is, he might reply that this is a classic case of anomie. Anomie defines a situation where previously established norms and values disintegrate; a reaction typical of periods of drastic and rapid changes in the  social, economic, or political structures of society. Social groups that experience anomic reactions may feel  disconnected,as if they did not belong to their society, and as if it did not value their  identity. Anomie can lead to purposelessness,  hopelessness,and encourage  deviance  and  crime. I have intentionally underlined some key words in this classical definition, which is the ABC of sociology.

In Cuba, we have been going through a process of transition for more than two decades, characterized by profound changes in social structures and in people's economic lives, but also in relations between civil society and political power. Among other changes, let's say, is the very idea of socialism, which now incorporates conceptions different from those defended for half a century, as well as unprecedented policies. This transition has made visible a crisis of norms and values, widely debated in various spaces and public media. It has also been pointed out that the sense of belonging is weakened; and the reproduction of marginality and its typical behaviors, within neighborhoods and subaltern social groups, but also the proliferation of crime in other social and institutional spaces, where corruption grows. As for hopelessness, the art and literature disseminated on the island are a good mirror.

In other words, what is happening in Cuba is an anomie that should not take us by surprise, because its factors and manifestations have not remained hidden or gagged, as anyone can see without having to read social networks or anti-government newspapers. It has been there, in front of everyone, analysed and commented on for too long, to ask us now where the protests come from, as if they were thunder in a clear sky. Rather, we should ask ourselves why they have not happened before.

How is it that the Cuban opposition, on the island and in Miami, equipped with the fashionable unconventional war manuals, and the CIA itself, have not managed to unleash something like this until now? And why right now? Durkheim would turn to another concept shared by the Social Sciences and civil engineering: fatigue. After a year and a half of COVID-19  and six months of queues to buy basic goods — as Dr. Duran would say — we are all more vulnerable.

 What happens to the new  government?

I pointed out earlier that the consensus has become more heterogeneous and contradictory in Cuba, that it has incorporated dissent, and that the Cuban Government knows this. Before taking office as president, Raul acknowledged that the leadership of the revolution's founder, Fidel, was not inherited. Díaz-Canel, who was already in the Politburo under Fidel, also knew this; and if anything, he has experienced it firsthand since taking office in 2018. In fact, continuity has come in different ways than historical ones did before. The circumstances, which are the benchmark of politics, had already been imposed on them before they retired.

I emphasize the new  government, because if it is postulated that this is "the same Cuba of Fidel and Raul," one can construct literary metaphors that occur, but it is difficult to understand the country's political and social process. This government has sought to build its own consensus from the beginning, rather than resting on what some call "the political capital" of the Revolution. However, the yardstick for measuring change is already different.

Indeed, the new government has proposed reforms unprecedented since 1960, starting with a new Constitution,which allows for a mixed economy, with markets and the private sector,and which grants unprecedented autonomy to local authorities. His new style, learned by leading provinces, emphasizes the interaction between the central and local levels; and puts ministers under the age of 60 to explain problems and answer questions on television. Unlike previous periods, citizens can identify them by name, judge them, praise them or openly mock them.

There has not been a moment like this before in terms of freedom to criticize the government, on social media, but also in the public media, or to access information from a variety of sources, including those of the opposition; nor greater freedom to enter and leave the country. Article 56 of the Constitution adopted in 2019 establishes the right of association and public demonstration. In fact, a demonstration law was scheduled in the legislative calendar for October 2020 — postponed, along with a dozen other bills because of the coronavirus. In spite of everything, the prevailing yardstick dictates that this government has done far less than it should. According to that rod, his glass would be almost empty.

As if that were not enough, after a year and a half focused on a formidable crisis of human security at a global level called the pandemic, without resources or protective alliances like those of yesteryear, this government has had to deal with the greatest manifestations of discontent since 1959. Going down the streets of San Antonio de los Baños, President Díaz-Canel must have remembered, like all of us who lived through the summer of 1994, Fidel followed by a sea of people, San Lázaro below, to control that outbreak of anomie on the Malecón, without weapons or forces specialized in facing riots. In a way, he did exactly the same thing as Fidel: to appear at the scene, and to summon the revolutionaries to take to the streets and face violence, by force, if necessary.

The same means, however, may produce different results in other circumstances. Realizing it took him a few hours. But its first slogan was fulfilled to the letter, not only by the police, but by the organizations convened, first of all, the Party. On the sidewalk opposite, the opposition, as on November 27, 2020, capitalized on the discontent, and put the ember on their sardine. The classic escalation of violence studied by experts in conflict resolution 1  was not long in coming.

 One could not imagine a more complicated scenario to maintain the route laid out at the VIII Party Congress, just 90 days ago.

What violence and how?

In a country model for many in terms of stability, citizen respect and internal order, such as Japan, protests against police brutality against foreigners or racism are not uncommon. A group of "foreign" (i.e., Korean) Protestants can gather around them a cloud of policemen dressed as Star Wars characters, with helmets and polycarbonate armor, armored shields, and tonfas.

We are used to seeing images of violent demonstrations in other countries. Those who throw stones are part of the people, who rebel against injustice; those who throw jets of water under pressure from riot control vehicles, tear gas, rubber bullets, or real, are the repressive forces. These global images do not discriminate between countries such as Chile, South Africa, Kyrgyzstan or the US, without sparing the hundreds of wounded and dozens of deaths that are their toll.

The photos and videos circulating in media — such as BBC Mundo— over and above all suspicion of collusion with the "Cuban regime," reveal that neither the National Revolutionary Police (PNR), which here in Cuba is the only police institution, nor the special troops of the Ministry of the Interior (MININT) or the Revolutionary Armed Forces (FAR), deploy these resources. Surely in the Institute of Police Sciences of the MININT you learn how to face scenarios of violence. But no class or exercise is equivalent to dealing with 700 angry people marching down the street in the summer sun — or doing it by force if necessary — even if their instructions state avoiding injury or using lethal means.

This is not a technical or circumstantial detail. Among the images of the protests that went viral on social media, a dozen protesters put wheels on police cars, and even other vehicles, jump on them and smash them. In contrast to any capital in Latin America, there are no forces to prevent these attacks on authority, and to repress them at that time. At the same time, some police and civilians, summoned to mobilize in the theater of the confrontation, committed excesses.

Among the few data available to measure physical violence is the looting of stores, in Freely Convertible Currency (MLC) and in Cuban pesos (CUP). There were none in San Antonio de los Baños; nor in Havana until after president Díaz-Canel's television appearance (4:30pm). Of the 28 assaults recorded up to that time, 68% (19) occurred in Matanzas, the province most affected by the pandemic; almost all in Cardenas (13), where the combination of the fall in tourism in Varadero plus quarantine has hit a relatively higher standard of living than elsewhere in the province. In that period, there was only significant looting (4) in Colón (Matanzas), and Güines (Mayabeque); and others scattered in Holguín, Bayamo, Güira (1). After the president's intervention, 13 stores were raided, including 4 in Havana.

The social polarization evidenced by this violence is inversely proportional to unity, that is, to consensus-building. Moreover, it has a negative impact on the country's image, which works in favor of the cornerstone of U.S. policy: isolation. Preventing the battle won at the UN from being lost in the streets of Cardenas or Paseo del Prado is also a national interest.

Having tried everything with Fidel and Raul, and 25 years after the end of the Cold War, Barack Obama and his administration considered that policy ineffective, in their national interest. However, although Joseph Biden, vice president of that administration, supported normalization, things have changed for them. What if Díaz-Canel, without the wisdom and experience of "the Castros," were not able to deal, in this moment of vulnerability, with the Cuban crisis? They could reason that it is better not to lower the candle to the blockade right now, but to let it continue to cook the island over low heat. As one would say in Cuban: what is the rush?  

The protests offer lessons to all who want to read them. They could teach some economists that the success of reforms does not depend only on technically solving planning, the market, socialist state enterprise or the private sector, but on addressing problems such as income redistribution, consumption stratification, the economically "bright" or "dark" adjoining spaces, territorial and local inequalities and setbacks, the state of productive forces called the workers.

They have also shown politicians that the problem of national unity is that of consensus, and that it cannot be solved only through calls and mobilizations of revolutionaries, but through sustained dialogue with all citizens. They have shown the Party apparatuses, once again, that the effectiveness of a public media system is not ideological, but political, and that it is measured by its credibility and ability to convince (the un convinced, of course). They have confirmed that law enforcement can provide first aid to outbreaks of violence, but at the cost of other harm, and that it is not they who should be dealing with the social and political problems where dissent takes root. Finally, it has shown US politicians that their alliances with this bellicose opposition reinforce the hard line on both sides, and damage the real exercise of freedom and human rights  in Cuba.

The common denominator of these lessons is Cuban society, with its ups and downs. Knowing how to decipher your present, without bipolar roadmaps, will decide what is to come.
